The Letter From Secretary-General

Dear delegates and friends,

On behalf of the PAMUN organizing team, we extend the warmest welcome to you and invite you to join us in Taipei, Taiwan for Citi Pan Asia Model United Nations 2016.

Over the past seven years, PAMUN has developed into the leading conference in Taiwan and provided a platform for multilateral debates. Citi PAMUN 2015 brought together over 500 delegates from more than 25 countries. This year, we not only further expand our delegate base, but continue to facilitate delegates with the ability to deal with international issues and negotiate complicated disputes open-mindedly. Graduate and undergraduate students gather for four days to discuss a variety of issues, including humanitarian, international security, education, and food security concerns. Through the fruitful discussions, delegates would learn from their companions, explore themselves deeply, and truly make a contribution to the world. They would also discover the unique and diverse culture of Taiwan through our social events.

After serving as the Under-Secretary-General of Social Events for Citi PAMUN 2015, I was humbled and honored to return as the Secretary-General this year. It is my sincere wish that you would enjoy the discussion, gain new friendship, and explore yourself deeper during the conference. Undoubtedly, PAMUN 2016 would be the best place for talented young people to grow as future leaders of their own countries and for the international society.

What is Pan Asia MUN?

One of the leading conference of its kind in Taiwan, PAMUN continues to devote itself to providing delegates with the best MUN experience possible. Citi Pan Asia MUN 2015 brought together over 500 delegates from more than 20 different nations. This year's conference continues to expand our delegate base in order to provide delegates with a truly diverse cross-cultural experience. Undergraduate and graduate students gather for four days to discuss, debate, and attempt to solve a variety of international issues. Delegates will also explore the unique culture of historical and modern Taiwan through our four social events.

This year's conference will be held in December in Taipei, Taiwan.

Pan Asia Model United Nations is one of the largest collegiate Model United Nations held in East Asia. After hosting WorldMUN 2010 in Taipei with the Harvard Secretariat, members of the original National Taiwan University Host Team sought to create a new annual regional conference that was similar in scope and vigor. From this desire, Pan Asia MUN was formed in the winter of 2010 to embody the spirit of Model United Nations and provide a diverse, engaging experience for local and international students alike.

What is Model United Nations?

Model United Nations is debate and document drafting student activity that models the actual political process utilized in the United Nations. Students become ambassador to the UN and take on a countries roles and policies. They have the opportunity debate against work alongside equally passionate students in order to resolve complex global issues. The topics discussed in a MUN conference mirror those actually debated in the UN and cover areas ranging from international peace and security, to human rights, to socio-economic development, and even environmental protection. With such a broad encompassment of fields, the UN requires more than experts on politics, government, or international affairs. As long as you have a willingness to try and improve the world, you are able to contribute, regardless of what you may have studied in school or where your expertise lies. This expertise and knowledge expands every MUN conference you attend. You will have met new people and gained a better appreciation of the challenging albeit important duty faced by United Nations.


Process of Debate

The ultimate goal for delegates in a committee is to reach a consensus and pass a resolution. A UN resolution is a formal text that embodies the international community's view and recommendation towards a particular issue. Keep in mind that the UN General Assembly resolution is not legally binding on member states, because the UN realizes the importance of each member state’s sovereignty. Although this non-mandatory nature is seen by many to be a major limitation, a resolution still carries the considerable weight of 193 member states voices behind it. For serious international issues, the UN Security Council also has the power to step in with military action or sanctions to enforce a resolution.

The process of debate, codified as a formal "Rules of Procedure (ROP)," of any MUN conference mimics the actual process of debate utilized in the UN General assembly, and it is often modified to facilitate delegates' drafting of their own UN resolutions. PAMUN's ROP is tailored to be comprehensive for experienced delegates yet easily approachable for new ones.

Generally speaking, the PAMUN's process of debate can be broken down into formal session and voting bloc. In formal session, delegates may share their ideas through moderated speeches, or in an unmoderated caucus. The moderated speech provides all delegates individual podium time to broadcast to the entire floor or respond to questions. In an unmoderated caucus, ROP is suspended and delegates may freely walk around to discuss with each other, as well as use electronic devices.

The earlier sessions are meant for sharing ideas and partitioning into different ideological blocs. By the beginning of the final session, each bloc should have a drafted resolution circulating on the floor for final discussion, amendments, and lobbying. In the last half hour, formal session is closed in order to enter voting bloc. At PAMUN, only one resolution may be passed per committee, and it requires more “Yes” votes than “No” votes (i.e. more countries voting in the affirmative than the negative) for a document to be passed. This sort of cooperation may require compromise and concession, but that is ultimately what the spirit of the UN is about.

Jennifer is a 3rd year student majoring in accounting at National Taiwan University. Previously serving as the Under-Secretary-General of Social Events at Citi PAMUN 2015, and the Deputy Secretary-General at HSMUN 2015. Jennifer has abundant experience participating in and organizing Model United Nations conference. She is honored to serve as the Secretary-General of PAMUN 2016, and would devote herself to bring out an exceptional MUN conference where all delegates would enjoy and be inspired.

Violet is a junior double-majoring business administration and international relations at National Taiwan Univerisity. Previously serving as Executive Secretary at HSMUN 2015 and assistant chair of ASEAN Region Forum at PAMUN 2014, Violet has abundant experience in holding Model United Nations conference. She is honored to meet every delegates in PAMUN 2016 and grow as friends together in this fantasic journey.

Natasha Chou

Natasha is a junior majoring in Political Science and focusing on International Relations at National Taiwan University. Ever since she was introduced to MUN in her freshman year, she has been deeply fascinated by the academic rigor and volatility in the conference. She developed her MUN career not only as a delegate, but also an officer in the Department of Academics in MUN, including PAMUN 2014, HSMUN 2015, and the NTUMUN club. She is excited to provide delegates with high academic quality MUN experience, and bring delegates to explore the fun and possibilities through research and discussions.

She has served as Assistant Chair at Citi PAMUN 2015, Secretary General at HSMUN 2016 and Director at NTUMUN Academics. She has developed much passion and devotion for MUN and hopes to provide delegates an inspiring conference experience in PAMUN 2016.

Aaron is a sophomore majoring in Political Science and International Relations in National Taiwan University. With the passion for international affairs, he has participated in several MUN conferences, and is now serving as an marketing and PR officer in NTUMUN. Aaron also shows great enthusiasm for student self-governance and has rich experience in organizing and promoting various activities. He is honored to serve as the director of Communications and Marketing this year in PAMUN and looking forward to creating an impressive experience for each of you.

Joy is a 3rd year student majoring in Public Finance in National Chengchi University. She is interested in business, economics, and international affairs. Previously serving as a staff in HSMUN, and has participated in Pan Asia MUN 2014 as a delegate of Guinea. Joy has much experiences in organizing Model United Nations and she found out her passion for MUN. This year in 2016, she is honored to be part of the host team. She hopes to bring her best and the most memorable experience to every delegate.

Starting her first MUN in PAMUN 2013 as a delegate of Germany in SOCHUM committee,and serving as DUSG of Logistics in HSMUN 2015,she discover her passion for MUN. This year, she is honored to be part of the host team, wishing to bringing out the fantastic and unforgettable conference to everyone.

Amy is a 3rd year student majoring in Accounting at National Taiwan University. Her first MUN experience was serving as a staff of division of Activity in HSMUN 2015. She was amazed by the open-minded people met in MUN, and found out her passion for MUN.She then joined the PAMUN 2015 as a staff in the department of Sociel Event, being the host for three-night social activities. This year, she is honored to become the host team for PAMUN 2016, and wish to bring an incredible experience to every delegates!

Andrew is a sophormore majoring in Economics. With a passion for international relationship, he has been participating in several MUNs. He is also one of the dais in PAMUN last year. Andrew is now serving as an officer in NTUMUN, responsible for activity planning. He loves dancing and musics, and sure he has tons of ideas waiting to realize. Andrew is honored to serve as the deputy director of Social Event in PAMUN this year. Looking forward to meet you guys in December!
